Polymer science and technology placement in IIT Delhi is good if you want to take placements in teaching and consultancy. But for it you must have good score in your academics and must be good in programming. But if you looking for core placement you may have feeble chances and you might not get a good package which you aspire for after studying in IIT.

Congrats to your score. With this score getting into top iit's is much more difficult. But this doesn't mean that you won't get any IIT's. The newly started IIT's are eligible and they are also performing well in recent days.

Yes, you can select JEE Advanced exam in any zone as per your preference. Just enter your preferred zone of taking exam while filling up the form and everything will be taken care off.
At maximum you might be allowed to sit for the companies coming for mass recruitments, but i doubt if such companies would visit any of the IITs or NITs, since a student pursuing M.Tech is considered to have done a specialization already, therefore chances are less that such candidates would be considered by companies offering profiles in IT domain. However, you can apply off campus to companies like Accenture, Infosys, Wipro, TCS, Cognizant, they have their hiring windows open for freshers.

You have to opt for the preferences that you have selected. Since you have already opted for construction management and structures. Since they are allocating the seat to you in Preference 1 and not Preference 2, it is on their discretion. You won't be given the option to choose otherwise. Hope this helps. All the best!
