Although from a research and placement point of view, IIIT Bangalore is a bit better than IIIT Delhi. If you see the qualification and the updated profile of the faculty members then you will find in IIIT Bangalore there are professors more active in research. In case of placements the average packages is a bit better. Now its you choice, there isn't a huge difference between this two and frankly speaking every year the stats change, so choose which ever college you prefer.

As per your rank which 28k approximately in JEE mains and taking into consideration that you are aiming for cse branch in iiit delhi so let me tell you that it's not possible to fetch this branch because the cut offs are way higher and it is more difficult for you because you are an outsider.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous, years cut offs and difficulty level of the paper.

Yes definitely you can do both together. And also you can withdraw your seat anytime if you think you are getting a better college, but if you have paid the fees then you might have to follow through some procedure to get your refund but yes the refund would not be 100% .

Admission to csd program from iiit delhi will be through two channels – approximately half of the seats will be through the Joint Admission Counselling (JAC) of Delhi, which takes students through JEE (Main), and approximately half the seats will be filled through UCEED conducted by IIT Bombay.
Bachelor of Technology in Computer Science and Design is a four-year Under-Graduate degree program.
Scope-
The program will prepare students to work in the IT industry as well as the digital media industry like gaming, animation, virtual/augmented reality, etc.
The program will also allow students, who want to pursue higher studies in CS/ IT or in Design
You will get jobs in government sectors, private sectors,banking sectors etc
You will get employed as cyber security consultant, data engineer,graphics designer etc.
You can take up the course even if you don't have knowledge about design. If you are interested in the course you can take it.

You see computer science offers a multitude of courses and due to the digital world with a course like a computer you get easily grab a job. As the world is moving towards the digital era so are various firms hitting individuals for computer-related jobs.
And other advantages of CSD are :
Computer Science and Design intends to formulate graduates that are not only well versed with computing strategies, equipment, and technologies but are also skilled with Design techniques and new Media technologies and practices.
So eventually doing CSD is better than ECE.
