Both these institutions are very good in quality, ranking faculty and ranking. Since you have got different courses in these two different universities it is a matter of your interest about which course to pursue in order to make your career over a longer period of time.
But if in terms of placements and everything out of these two colleges. IIIT Delhi is a better ranked one is really good.

Infrastructure and college life:
It has a wonderful infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
F aculty and quality of education:
All the faculties are well qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theorotical one. Education quality and the way guidance is given is really good.
Placements:
Placements are really good as many good companies visit this college. Most of the students gets placed and opportunities of internship is provided to the students from wide range of companies.

According to the category rank you have mentioned in the question you cannot get any of the asked college as per previous year's cut-offs of JAC Merit list which you can check from the link given below :-

But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

The cut off in 2019 was as follows for ST category for admission to CSE
Delhi Region
Outside Delhi region
Admission through JAC is based on CRL rank so if the above mentioned is CRL Considering this you have decent chances of getting seat in DTU and NSUT. The cut off rank was for the year 2019 it may change in 2020 depending on number of candidates applied, difficulty of exam and number of seats available.

You can know more about this college from the website and from the link provided below .I am telling you about iiit delhi from my experience .It is less known than nsit and dtu but in terms of quality it is not less then them .The placements are good and the campus is also very good .The only think I didn't like is it's fee ,it was a bit high for me but hope you can manage .

You have not clearly mentioned of which college or entrance exam are you talking about. You must be specific about those.
However there is no thing like " maximum cut off " . Every college's admission criterion is based on "minimum cut off" . A student have to clear that particular minimum thing to apply for the particular institute. Cut off can be of marks , rank ,percentage , percentile or anything else.
For NEET it is generally rank or marks , for JEE MAIN it is generally rank.
However nowadays most of the cut offs are defined by percentile.

Sports facilities include an air-conditioned gym, indoor and outdoor badminton court, indoor swimming pool, and cricket nets. In my college almost all facilities are available like- Wi-Fi,labs of different subject, classroom are seperate for different corse ,playground, sports event and so others.
The infrastructure of the institute is very nice it includes many of the things like Seminar Block, R&D block, Classrooms, Research labs, Library, Information centre, Incubation centre, Dining block, Hostel for boys and girls, Canteen and Faculty residence block, etc. A 24*7 Wi-Fi is available in our institute. The qualities are very nice and most of them are 24*7 available. The quality of the food is also very nice in the mess and canteen. The other amenities available in the campus are Playing feild, Indoor badminton court, Gym, Basket and volleyball courts.
The infrastructure of IIITD is quite good. It has Wi-Fi for all students with good speed. The CSE and ECE labs are well furnished, the equipment is functional, and the labs are air-conditioned. Classrooms have a capacity ranging from 20 to 300, depending on class sizes. The library is open for studying 24/7. Hostel rooms are also well furnished and air-conditioned, and the food provided in the mess is acceptable. There's an infirmary for medical assistance and a sports block that includes games like TT, squash, badminton
