it is impossible to get IIIT campus if your rank/categorical rank is not below 6k. maximum closing rank goes upto 7k-8k depending on branch options.
there is a chance for lower NIT campus if your categorical rank is below 20k-25k.
for government institutes or universities, you can surely apply. you will get top branch with reservation category. if you can use home state quota where ever applicable.
qualifying is cutoff is not known and it may not follow previous year trend as there has been many change in education process and months of delay.

The answer to this question is very clear. If you are getting branches like CSE,IT, AND ECE in IIIT DELHI then it will be best option for you. If you are getting other branches than this then choose NIT DELHI. Both colleges are equally good in academics and infrastructure.

So, there indeed are special marks bonus for various scholars all across the country, who have qualified many of the top exams like National olympiads, National talent search scholarships, KVPY, etc.
The bonus marks is upto 10 marks only, and for the field you are searching for i.e RMO qualified students, the bonus marks is 6 marks. You have to provide the necessary documents to support the same because it will be checked during admissions, if you get in.

At the end the choice is your but I would prefer that you do not waste your next year for preparing again instead you choose one of them and excel your career in that college. You should have in mind that college doesn't matter in some aspect but at the end only individuality matter how you perform.

No, with the rank within your category of 20190 in JEE Mains you couldn't get an seat into IIT Delhi but you could still get an seat in some private colleges, but if you wish for IIT Delhi I would prefer you to start studying and prepare well for JEE Mains 2021 and score good marks to get your desired college.

Based upon the rank that you have scored it will difficult for you to get admission in IIIT Delhi for students outside Delhi(without bonus) for general category. However if you are from reserved category( SC/ST, OBC) you have better chances.
Regarding the without bonus thing, it is basically for those students who do not have any scholarship, have not own any of the specified olympiads mentioned in IIIT Delhi' s website, Inspire program, National Science fair, etc.)
If you are a student from with bonus category and are general, then you have chances for admission .
Would suggest you to check the various bonus points criteria from the official website of IIIT Delhi.

Sports facilities include an air-conditioned gym, indoor and outdoor badminton court, indoor swimming pool, and cricket nets. In my college almost all facilities are available like- Wi-Fi,labs of different subject, classroom are seperate for different corse ,playground, sports event and so others.
The infrastructure of the institute is very nice it includes many of the things like Seminar Block, R&D block, Classrooms, Research labs, Library, Information centre, Incubation centre, Dining block, Hostel for boys and girls, Canteen and Faculty residence block, etc. A 24*7 Wi-Fi is available in our institute. The qualities are very nice and most of them are 24*7 available. The quality of the food is also very nice in the mess and canteen. The other amenities available in the campus are Playing feild, Indoor badminton court, Gym, Basket and volleyball courts.
The infrastructure of IIITD is quite good. It has Wi-Fi for all students with good speed. The CSE and ECE labs are well furnished, the equipment is functional, and the labs are air-conditioned. Classrooms have a capacity ranging from 20 to 300, depending on class sizes. The library is open for studying 24/7. Hostel rooms are also well furnished and air-conditioned, and the food provided in the mess is acceptable. There's an infirmary for medical assistance and a sports block that includes games like TT, squash, badminton
