Unfortunately if your EWS category rank is 35k let me tell you that it is not possible for you to get cse branch in these colleges because the colleges that you have mentioned are one of the top colleges through jac counselling.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Honestly in 91 percentile it is really difficult to get cse branch in these colleges which you have mentioned so i would suggest you to kindly keep other private colleges as a backup .

It is quite hard to predict the exact situation as it depends on the number of students attempting the exam, the preparation level of the students and the and the preference of the students.
Looking at the previous year trends we can say that you have a good chance of getting a rank of about 1.5 L.
With this rank it is quite difficult to get CSE in NSUT, IIITD or DTU
If you belong to the Delhi region you have a good chance of getting Biotechnology, electrical engineering, instrumentation in NSUT. If you don't belong to the Delhi region it is quite difficult to get into these colleges.

The eligibility criteria to get admission to JAC participating institutes in different. Even if you do not fulfill the eligibility criteria for a particular institute you can still apply for JAC counselling to get admission in other JAC participating institutes provided you fulfill the eligibility criteria of the other participating institutes.
To get admission to B.Tech in DTU, NSUT and IGDTUW you must have valid JEE Main paper 1 score. The eligibility criteria to get admission to B.Tech in DTU, NSUT, IGDTUW is that you must have passed 10+2 with English, Mathematics, Physics and Chemistry from a recognized board. You must have scored minimum 60% marks or more marks in Physics, Chemistry & Mathematics taken together.
To apply for admission to B.Tech in IIIT, Delhi a candidate must have passed 10+2 or its equivalent and scored minimum 80% or more marks in the aggregate of the best of five subjects including Physics, Chemistry & Mathematics and also, 80% or more in Mathematics in the qualifying examination.
To apply for admission to B.Arch in IGDTUW a candidate must have passed 10+2 or its equivalent and must have scored minimum 50% or more marks in aggregate and has passed mathematics as a subject.
If you do not fulfill the eligibility criteria specified by IIIT, Delhi you can still apply for JAC counselling and opt for admission in NSUT, DTU and IGDTUW.

As you mentioned you are eligible to take admission in DTU , NSUT and more colleges i would suggest you to not take drop and give it in 2023 because these are very good colleges which you are getting .
You can give jee mains 3 years consecutively . So if this is your 1st attempt you can give it in 2023 and 2024. For JAC counselling you can also participate in that.

Hope you are doing well ! Admission to all BTech programmes is done through JEE Main score followed by Joint Admission Counselling (JAC) For Delhi-based students , admission to BTech CSD is done basis UCEED rank. For non-science Delhi students, admission to BTech CSSS is done Class 12 performance and no entrance exam score is needed. So yes you can get it !

Yes, the 75% eligibility criteria has been removed starting from 2022. So you just need to pass your boards in order to be eligible. But about the admission to IIITD it depends on many other criteria such as -
a) your rank in JEE Main and JEE Advanced.
b) JEE Main examination difficulty level, etc.
