If you are applying for any university which is taking admissions through National level test, then they'll only consider the national(Central) OBC certificate for eligible OBC candidates. It does not matter if the university is in your state or not.
So if you are applying for such test like JEE, GATE, then make sure you have a national OBC certificate.

For every college which take admissions with the JEE main JoSAA counseling, that is, a pan India counseling. If you're allotted a college under JoSAA then you have to produce a central OBC certificate. So basically all the national level admissions will require you to have a central OBC certificate otherwise you'll only be eligible for a open(general) seat.
However, there are certain colleges which are under state government, in such colleges you can certainly take admissions through your state certificate.

For getting admission into nsit or dtu you need to have atleast 60% in aggregate in physics chemistry and maths and English as compulsory subject. So in your case you are eligible for admissions in nsit or dtu.

For the reserved categories, there are two lists of castes - one issued by the State govt and the other issued by the Central govt.
In many cases, there are castes that are recognized as OBC by the relevant State govt but not by the Central govt. Thus, such castes would be in the relevant Stae govt list not in the Central govt's list.
For OBC reservation in Central govt institutes such as the IITs, NITs, IIITs (except IIITH) and CFTIs, the relevant caste should be mentioned in the Central govt's list and the cert should be issued by the relevant Central govt authority.
So if it is centrally approved then it shall be approved.

Your Academics are good. You need more than 95 percentile to get call from IIM's. After that your final admission depends on your performance in GD,PI and Written Ability test. Also they will consider the Acdemics too. So first of all you need to get a decent Percentile in CAT exam.

If we Compare these two colleges and I would suggest you to go for Haldia Institute of Technology Institute of Netaji Subash Institute of Technology.
Haldia is better when compared to Netaji Subhas Institute of Technology as it has better network ,placements ,faculty comparatively.
Netaji Subhash engineering colleges not so reputed and Haldia Institute of Technology is having Upper Hand comparatively.

The campus is very big. It has modern and green campus. It has also well-maintained environment with classrooms. It has also hostel facilities. Classrooms are air-conditioned amd washrooms are neat and clean.
The campus is very beautifully built and the hostels have sufficient amenities like wifi, reading rooms, badminton court, common rooms, etc. The hostel is also nice and provides good quality food in mess and canteens.
