Cutoff list for masters' degree stream wise is not  given. You have to wait untill counselling period. The rank list will be released.  Universities have their own exam and GATE score is also accepted for MTECH admission.

For year 2018, GATE cutoff was 300 for general  and OBC category for structural engineering.

You have a decent rank but i suppose what you have mentioned is your category rank which could be a bit too high for GCE Katihar. To be honest the trend change every year so may expect a seat for yourself but you might have to compromise with the branch. You might not be able to fetch yourself the top branches.

Government engineering college , yavatmal is overall a nice college. But the placement factor of this college is one of the weak points of this college. Firstly , the placements are different for different branches . For branches like mechanical and civil engineering , it is better not to expect any placements from this college. And for  branches like CS and IT , the placemts are less than average. Hardly ,50% of the studemts get placed with an average package of 3lpa. So  , if you are going to choose this college for placements , better not to choose.

As it is government institution, it accepts only staffs with lot of knowledge in the subject deeply, by the examinations such as TRB, GATE etc.

The faculty here are really efficient and highly educated teachers. Almost all the faculty members here have master degrees. Students get offered with industrial visit for which fund is provided from the college itself. They use smart boards and the labs to have better teaching and learning experience. Teachers are really very helpful and friendly in nature.

Also there aren't any political party problems in the college.

I can provide you the KEAM 2017 and KEAM 2018 cutoff ranks of GCE Kannur for BH Category, you can get an idea.

In 2017, after the last round-

Closing Rank (ECE)- 9,888

In 2018, after the last round-

Closing Rank (ECE)- 12,578

This year, the cutoff rank after Round 1 is 5,482.

Chances are less but you can still hope.

Yes you can get The college which you have stated. The cutoff for CSE in SC category is 4217-10358. Your rank is within the range. You can apply for CSE or any other branch also you are interested.

You can even apply for other colleges like Jadavpur University or Maulana abdul Kalam Azad University.
