The entrance exam conducted by CLAT is usually for undergraduate students who have just cleared their senior secondary education. If you hold a graduation degree in any field you must sit in the LLB entrance exam conducted by various law colleges and then can pursue your post graduation i.e., LLM on the basis of CLAT post grad.

In order to sit in the judicial exams of various states you must hold a degree in law and must be a law graduate from a Bar Council of India recognized law college. It doesn't matter whether you have done law from a higher ranked college or a lower one. However, you should maintain a high percentage in your semester exams as it will prove to be helpful.
ICE at nsut is a good branch branch has an updated syllabus and carries the brand name of nsut with it. Talking about placements many tech companies generally allow ICE students but some only allow students from cs and related branches but nothing can be done for that although you can always apply for off campus placements moreover that tag of nsut will always be helpful in future.

Yes you can sit for josaa and csab counselling and apply for colleges according to your jee mains rank . You can apply for NIT's , IIIT's and other GFTI's . which give admission on jee mains ranks .

Since you have not mentioned your category and other relevant details, it is little difficult to predict precisely whether you will get any government colleges or not.
However, looking at the previous year cutoff trends, you have some chance to get a seat in PES University, SIT, BNM colleges and some other decent to low colleges.

The norma regarding tc and placement are different for each colleges and universities. It would be better if you agree to those instructions and act accordingly.
If you are leaving your college after you complete B.tech and want a certificate for the same , then you will surely get it as per college norms.
But you will not be getting placement opportunities as your's is dual course and you will get it only if you complete the M.tech also.
However you can request your department heads or any other college authorities to know more about the Placements criteria.
