Since you have not mentioned your category and other relevant details, it is little difficult to predict precisely whether you will get any government colleges or not.
However, looking at the previous year cutoff trends, you have some chance to get a seat in PES University, SIT, BNM colleges and some other decent to low colleges.

The norma regarding tc and placement are different for each colleges and universities. It would be better if you agree to those instructions and act accordingly.
If you are leaving your college after you complete B.tech and want a certificate for the same , then you will surely get it as per college norms.
But you will not be getting placement opportunities as your's is dual course and you will get it only if you complete the M.tech also.
However you can request your department heads or any other college authorities to know more about the Placements criteria.

On the basis on various surveys and student reviews and also if you consider placements and faculties, NMIT stands better than CMRIT. Hence any branch in NMIT ,either CSE or ECE will fetch you job! Also NMIT is one among the top 15 engineering colleges of Karnataka.
Whereas CMRIT stands in the top 20 colleges.

So cgpa requirements vary from company to company. Everybody has their own personal choices. For a normal decent company, the cgpa cutoff is close to around 6.5 and 7 with no active backlogs and previous backlogs being not more than 4. So if you've passed well in these categories, then surely you pass the first basic round to be eligible to apply for the placements for jobs.

SIT University provides reservation to SC/ST background candidates irrespective of any economic background. They have 5% relaxation compared to General caste when it comes to board percentage ( for General 50% minimum percentage should be there whereas SC/ST's eligibility is at 45% minimum). Further, the reserved category's cutoff in the entrance examination lies in the range of 55-65 whereas the General category's candidates cutoff lies somewhere around 105-110. There can be some relaxation for economically backdated candidates when it comes to the fees structure but no reservation is allocated for only poor SC/ST candidates. Hope this clears your doubt.
