Hi aspirant, since you have 87000 as your CRL and your category rank id 13000 so based on that I can say that at this rank range it is difficult for you to get admission in NIT, Rourkela unless and until you belong or hold any reservation criteria and since you have your criteria there are chances for you to get into the NIT, Rourkela but there also there are the chances that you may not get the CSE or IT branches but you still have chances to opt any core engineering branches.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced

Delhi University entrance test for PG admission is taken for total marks 400. The candidates HTC ki or at least 60% marks in 12 class examination and have secured 50% marks at least in the subject related for admission. Candidate also qualify himself in the respective subject with at least 50% marks in the graduation level also. Delhi University entrance test for PG candidate has to secure 50% marks for general candidate 40% marks for OBC SC and ST. If you belong to general candidate to get admission through duet pg your marks is less.
