As you told that you are from core engineering department which electrical engineering I don't think non core and tech giants like microsoft ,Google would be the ones which you can go for. As they would prefer non core students. You can go to analytics companies.

Yes , you can give in NEET 2021 examination even if you are doing BTech provided you meet its eligibility criteria

This might be not possible as 12th class exams are board exams and the information to board (CBSE/ICSE/ other state boards) is sent via schools. You can request your school authority to do so, but it is very rare as in the records you are still in 11th class,
