Yes , if you have given board exams this year then you are definately eligible for jee mains 2018...
Candidates securing 75% marks (65% marks for SC/ST) in the qualifying examination (12th) or to be in top 20 percentile of their respective boards will be eligible to apply for JEE

As per your percentage in Rajasthan Board and JEE Mains marks, it is difficult to get any of the colleges mentioned above. You can also look for other esteem colleges like: VIT, LPU, BITS, Assam Don Bosco University, Ahmedabad University,Jaypee University of Information Technology, PES University, Techno Global

According to 2017 statistics it is difficult for you in getting a seat in Electrical Engineering with your rank in any NIT.

I think you will be eligible but still have a look at the cutoff of your boards 10+2 marks after it get released in the josaa website.

Our college Narula institute of technology , Agarpara has provided us with a strong , safe environment along with all the necessary facilities including spacious classrooms , libraries stocked with proper curriculum based books clean and hygienic cafeteria . our college provides with a strong wi-fi system along with other electronic facilities including smart boards , projectors and also CCTV cameras which again provide security , even our labs are well equipped with gadgets and tools use for practical purposes .
