You will not get any good college through JEE mains and you cannot get the CSE branch with this much score in JEE mains. I will suggest you to take a drop and prepare well to get a good college. There is no possibility of other courses.

Yes, you are eligible for admission in DTU. The eligibility criteria is minimum 60% in aggregate in 12th Boards. You should pass in English too.
