Hello dear!
Since you have secured 59.9 percentile in Jee main. If you are lying under general and OBC-ncl category then you are not qualified because qualification cutoff for general and OBC-ncl category is 89.75 and 74.31 percentile.
You will not get any government institutions or above mentioned colleges with the help of Jee main percentile.
