As of now JEE Main April and May session have been postponed and the rescheduled dates are not yet announced. The counselling will only start after JEE Main final results are announced because the admission is based on merit in JEE Main so we cannot specify any date. I believe youre referring to 140/300 in JEE Main. You percentile will be approximately between 96.9-97.3 with this score and corresponding JEE Main Rank anywhere around 30k and a OBC NCL Rank anywhere around 7-7.2k.
The last Cutoff for OBC NCL Delhi Region at DTU Information Technology, last year was CRL 67k. Hence, you have fair chances of securing IT, since youre a Delhi Region Candidate besides having OBC Categorical Advantage. Perhaps till last round of JAC Delhi Counselling you even have chances of Computer Engineering at DTU.

Its good that you have already decided your destiny, to take admission in DTU you just need to clear JEE Mains with a good score and try to score more than 96 percentile for the safe side.
For that you just need to cover the every basic thing of NCERT which on taught on school and try to score more than 75% in your boards exam, besides you can also solve previous year question paper of JEE and try to collect the Coaching notes from big institutes of better knowledge ( it can be easily available), you can also take the help of online platforms like Physicswallah for Physics and many IITians are teaching in youtube, take their guidance as well.
But if you choose to take admission in coaching institutes from 11th then sure you can take it, there in many good coaching in Delhi also but I'll suggest you to go Kota ( Rajasthan) as it provides the better environment for the preparation, there they will guide you for each and every thing, but don't forget to solve the NCERT problems because it is the key to go to the Big Colleges.

Yes, you will still get benefits under the state quota. As per the norms students who have completed their secondary or senior secondary education from Delhi are eligible to fall under state quota. Moreover since you are a permanent citizen of Delhi, you can submit proofs like birth certificate, land revenue papers, etc to avail the services.
