Talking about the attendance criteria in any engineering college in India is almost same. The attendance should be more than 75%. With some medical leave you can maintain it till 60-65 percentage. But don't worry about the attendance once you get in the college, the college itself will provide you opportunities and platforms that you will not feel any boundaries. Cheer up!

As per the previous years cutoff, the cutoff for cs through jee mains exam in NSIT is 1121 and for DTU is 2866. But do keep in mind the cut off usually fluctuates for each year.

If you get ECE at IIT Roorkee then definitely you have to go for this because coding is your passion or you like it so you can do coding with the ECE branch as your fun and in ECE their is also the use of coding so their is a chance to get double knowledge and benefit but if you take CSE branch then you missed the opportunity to learn about the amazing gadgets and circuits you can only busy in your coding. So by getting ECE branch you have a chance to know about more and explore more.
According to my opinion you have to go for IIT Roorkee ECE branch else depend on you which branch you want to take.

DTU is one of the best and prestigious college which is known for its best faculty and job opportunities and hence the admission into the university may be difficult.
There is 10% Increase for EWS quota by the Delhi University., Hence there are Increase in number of seats in the DTU.
The cutoff for the EWS category for CS is 17000+ for HSQ and 4093 for AIQ based on JEE mains scorecard.

The total fees For IIT Sonepat is around Rs, 5.59 lakhs. And the total college fees for Delhi Technological University for B.Tech Mechanical Engineering, B.Tech Electronical Engineering, B.Tech Electronics and Communication Engineering is Rs. 7.81 lakhs. And for M.B.A. is it Rs. 3.96 lakhs.

Fees in both the colleges is almost similar,and DTU is quite established college,with much better course curriculum and placement.IIIT sonepat do not have its own campus yet and is operating from IIT Delhi TechnoPark.

According to the category rank you have mentioned in the question you cannot get any of the asked college as per previous year's cut-offs of JAC Merit list which you can check from the link given below :-

But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
