As per your requirement, i would say that as your cgpa is 6.21 cgpa in cs so your definitely eligibke for mtech.
For IIT madras and IIT kanpur there is no restriction from cgpa side and same rule for IISC banglore also.but for other IITs and NIT s 60% mark is compulsory fot m.tecth.
There is no minimum CGPA required to attempt GATE . But, if you qualify and apply for admission in masters program in any institute, then you must fulfill the CGPA /percentage criteria for that institute. As far as I can recall, it is not more than 60% or CGPA 6 in any IIT.
GATE in unlike JEE where your board exam marks matter in deciding your overall rank. In GATE , only your performance in the exam matter while calculating the rank. Your B.Tech . marks does not affect your GATE rank at all.

No. there is no age limit to take admission in IIT Delhi or Bombay. Now, even people with age above with 25 can take JEE Examination. This order has been released for the JEE Exam from 2019 onwards. So even you can take admission if you qualify. As per the recent order by Supreme Court, candidates of 25 years or older can also apply for JEE Advanced 2019. However, the admissions of such candidates will be provisional until the final outcome.

Hey there
There is no aeronautical engineering in IIT Delhi though there is aerospace engineering degree course in IIT Bombay and the admission is through JEE advanced not through JEE main. For admission in IIT Bombay aerospace engineering your rank must be below 2000. There are other iits which provides aerospace engineering also.
Check colleges provide aerospace engineering in India.
