Reservation of seats is a scheme implemented inorder to help the students of poor and rural backgrounds as well as physically handicapped to attain the same education as everybody else.

For IITD,

The reservation is as follows:

1) 15% seats are reserved for SC and 7.5% for ST

You have completed you 12th standard from West Bangal, that means you come under West Bengal Domicile. And if you comes under physically disabled candidate then you just need a certificate of that. In case, you face any difficulties, you can also make your physically disabled certificate from West Bengal.

For admission into CSE branch at IIT, Delhi you need to score very well in JEE Advanced. However, marks more than 300 marks i.e less than 200 rank in JEE Advanced is considered safe for admission.
