For IIT madras and IIT kanpur there is no restriction from cgpa side and same rule for IISC banglore also.but for other IITs and NIT s 60%

No. there is no age limit to take admission in IIT Delhi or Bombay. Now, even people with age above with 25 can take JEE Examination. This order has been released for the JEE Exam from 2019 onwards. So even you can take admission if you qualify. As

Yes, I think your mark is not too bad but it not easy to get IIT Delhi even you crack the gate you may get good marks. So you may surpass the standard of IIT Delhi and belong to OBC category may help you it give you a small edge
