In order to get CSE branch in them for B-tech you have to get a rank inside 200 in JEE ADVANCED. Keep in mind JEE mains exam pattern is also changed this

As per your requirement, i would say that as your cgpa is 6.21 cgpa in cs so your definitely eligibke for mtech.
For IIT madras and IIT kanpur there is no restriction from cgpa side and same rule for IISC banglore also.but for other IITs and NIT s 60%
