Since it is too late to answer your query, If this query was related to B.tech programme in DTU then the admission in DTU, IGDTUW, NSIT, and IIIT-D is through JAC Delhi Counselling on the basis of JEE Main Score.

To be honest, it will be very difficult for you to get a seat in spot round in IPU university, but there have been times when unexpected students got some good seat so I would suggest you that you should give it a try. No one knows when

For participating in next round of counselling, you need not to register again , your previous registration will be considered for your next rounds as well. 

If you apply for spot round then you have to register again for that.

I'm sorry to inform you but according to previous year statistics, there are very few chances of yours getting any branch in delhi technological university because The previous year cut off or closing rank was around 19k for general EWS.
