Yes Jadavpur University offers Bachelor of Technology course to the students. The course is available for 31 students. The first year fees of Bachelor of Technology course is 2400. The joint entrance exam or WBJEE qualified candidates are considered eligible for admissions in B.Tech course. The bachelor of Technology course is offered in two specialisations Food Technology and biochemical engineering electronics and Instrumentation Engineering.

Candidates who have passed the Higher Secondary (10+2) Examination in General Stream of West Bengal Council of Higher Secondary Education or any other equivalent examination of a University/Board with Physics, Chemistry, Mathematics/Biology and English are eligible for provisional admission to the First Year Class.
Admission procedure:
Jadavpur University provides admission to B.Pharma course through West Bengal Joint Entrance Examination. It is also known as WBJEE. WBJEE is conducted by West Bengal Joint Entrance Examination Board (WBJEEB). WBJEE cut-off is released to provide admissions in JU B.E./B.Tech./B.Arch./ B.Pharma courses. Candidates are required to fulfill the eligibility criteria.
Apply for WBJEE through the official website of WBJEEB and appear in the entrance examination.

There is not a certain score so that you can clarify the cutoff with the help of marks but you can predict it through the rank. So you need to check the rank in your scorecard.
For a home state student, if you come under the rank of 100 then there is a good chance that you can get CSE here after 2 or 3 round. And for open state if goes under 50.

Taking a gap year after 12th grade is not a problem if you spend the time appropriately. Even if you are a gap student, colleges will accept your application if you meet their qualifying requirements as per my knowledge. Although, seek for the college's specifics so that you are informed of the procedures and needs. You may be asked to sign an affidavit explaining why you took a two-year break. As a result, maintain the documentation on hand.

If fee is not a matter of concern so it also rules out ROI which is a primary factor in selecting colleges. In my view the only thing you should see now is where you can get maximum number of attractive packages and job opportunities. So following below is the order I would recommend you to prefer:
If it is Jadavpur University College then fine but if any other affiliated college push it down just above KIIT.

To get lateral entry you have to apply for JELET exam and The eligibility criteria for JELET is that you should have passed your diploma course with atleast 50% aggregate. Then you are eligible for JELET. To get admission in Jadavpur University through JELET, you need to have a very good score, as the competition is high.

If you discuss about future career prospectives then Jadavpur University is better than BHU, Out of Chemical Engineering and Electronics and Telecommunication Engineering, ECE is better if you have affection towards electronic devices. BHU gives you good opportunities for higher studies but Jadavpur University provides you better placement. So Jadavpur University is a better choice.

Though your question is not quite understandable .. but according to your indication in query , Yes .. any student can study in Jadavpur University in any respected stream by clearing the required eligibility criteria / qualifying required cut off via Entrance test in every individual courses .There is HS quota for West Bengal students , but by any AIR with OS quota ... student can study in JU .So, as per that rule.. yes , Kerala students can study in JU .

College infrastructure really needs to upgrade. Even though there's wifi, adequate classrooms and all of that, the cleanliness amd the buildings need to do better. There's also a shortage of desks and chairs.
A very liberal space where everyone is free to express themselves without the fear of getting judged. The libraries have adequate books for students of all the classes. The classrooms have enough space to accommodate at least 70 people.
The infrastructure at Jadavpur University is decent overall, with the essential facilities in place for students. Classrooms, laboratories, and libraries are fairly maintained. The canteens offer hygienic and affordable food, making it convenient for students to manage daily meals. However, the condition of bathrooms is rather poor. The Engineering Drawing rooms don't look like they ever get cleaned. Repairs of electrical appliances like fans and lights often take a long time. Concern affecting infrastructure development is the lack of sufficient funding, which has slowed down repairs and modernization efforts. With better financial support, the campus facilities could be significantly improved.
