There are high chances that the cut off will decrease in subsequent round. Last year a candidate with rank 19776 belonging to GM category secured in Computer Science Engineering in Global Academy of Technology Bangalore. As you have already mentioned this year the cut off is 13980 for GM

3896 is a decent rank. Based on the previous years cutoff for computer science the range of rank for general category was 4420 to 4840. You have not specified  your category but the rank you have obtained will fetch you a CSE seat in a good college. Hope
