As per the eligibility criteria for MMS in SIMSREE,

Graduate with minimum 50% marks in aggregate (45% in case of candiadte domiciled in Maharashtra and belong to reserved categories .)ornappered at an ecam equivalent there would be treated as a common entrance exam .

As per the eligibility you should have passed / appearing at the qualifying examination HSC/12th Standard examination or its equivalent examination, The admission of the programme will be through MHT CET Entrance Exam to the Agriculture universities. Yes MHTCET wil be conducted by DTE in 2019 in May Month. 

Admission for 85% state quota seats will be through MHTCET scores.

Jeemain will also be accepted by many institutions but not all In Maharashtra region and will be applicable for 15% seats in OMS Quota.

You need to contact the institute itself if they allow you to pay the remaining college fee later (after the second round). PES Mandya is a decently renowned institute with AAA rating (Good). However, it's majorly known for its engineering programs.
