according to your wbjee rank ( open category rank) ; yes, you have chances to get a CS seat in IEM kolkata. the following cutoffs of IEM kolkata for the CS branch might help you analyze your chances better.

Deciding between branches is personal choice go for the course you have interest in don't go for the market value. If you want to go placement wise go for CSE or ECE.

Both the above mentioned colleges have great teaching faculty. They have qualified and trained teachers only difference is in the placements IEM Kolkata has better placements
You actually have to try for Private Engineering Colleges of West Bengal since Government Engineering Colleges close seat allocation at much lower ranks.
As far as private engineering colleges are considered, Heritage is better than the other private engineering colleges in West Bengal. In that case I would suggest you to opt for Heritage Institute of Technology and I am quite sure you will get admitted. If the general admission seats are filled, you still have the management quota where you need to invest some hard earned cash for an admission into engineering.
The best thing would be to sit back home and try reappearing for the test next year if you are not a dropper already.

. Any rank below 5k in WBJEE will fetch you a seat in IEM , but the real question is how much marks you should fetch to score rank below 5k. The thing is very unpredictable for WBJEE. If paper is tough 90/200 can fetch you 3–4k rank and if paper is easy even 100/200 fetch you 6–7k rank.

You are eligible for all the streams available in Jadavpur University. If you are specifically looking for CSE, then it would be a wise choice to get admission in JU than IEM. Congratulations.
it does have moderately good facilities when compared to other colleges in kolkata (other than JU and IIEST shibpur as they are in a league of their own) but when compared to other top colleges (iem claims to be a top college), it falls short and it falls short by A LOT
One of the best infrastructure maintained with the equipment needed. Faculties are the best in business best in there field all are the rich in experience in there perticular field. Absolute clean and greeney.
It has modern classrooms,good labs, and a central library but limited space and several wifi and network issues. Infrastructure is decent but not so good. But they have ac which is good for this summer.
