The cut off data for admission to Engineering course in the Institutes of Uttar Pradesh through JEE Main is not available because from the year 2021 the admission is based on JEE Main score. In this year the first batch is going to get admitted in to the colleges

No, you cannot get direct admission in IET Lucknow as it is a government college. Till 2020 admissions were on the basis of UPSEE and a rank under 2000 will secure you a good branch.

But from 2021 onwards, JEE Main score will be accepted and UPSEE will be scraped.

Expected  cutoff IET Lucknow, in JEE main 2021 may depend upon some factors like difficulty level of questions, the number of appearing student for the entrance, number of successful candidate in the respective entrance exam,  and the availability of seats.

These  factors vary from one year to another

I assume that you are talking about B.TECH admissions , then YES it takes admission through Uttar Pradesh State Entrance Exam (UPSEE).

After filling form, there will an entrance exam, after exam, your score card will appear, based on that, you can participate in counseling. All state govt
