You must atleast appear onae for the sake of testing and Trial only you never know your luck so better don't leave the opportunity and go for it. No worries there is a spot round counselling for the leftover seats. You can sit for that round to get a college where the seats are vacant. But in this round, you won't get a choice for your own prefered college and the brach of that college. Either of the one you can choose. you can contact the UPSEE officials to get details about the special round or spot round counselling.

Hello Ravi, you have pretty decent percentage in it with that percentage you are pretty much eligible for most of the college out there. Now as per your query you have doubt that as you're percentage in not 70% then you can not land your self in good college, it is obvious you need minimum of 75% to get seat in any NIT. Qualifying Exam: Applying candidate must have completed his/her Bachelor’s Degree in Engineering or Master’s Degree from relevant science subjects.
Appearing: Candidates appearing in their final year of qualifying exam are also eligible.

You can sit in CS placements in any college only if you qualify there eligiblity criteria. For instance if you do your engineering in core branches but have done internships in Computer based programs and for instance you good coding experience. Then you can surely you sit in CS Placements.
