If you have not cleared the cutoff in your particular category then obviously it will be difficult for to get into any college (if it accepts GATE score).

As it is a Government college hence you will have to clear the cutoffs.

Yes you are eligible to apply for AME CET as it's eligibility criteria no where says anything about eyesight. That being said, you may pursue aerospace engineering and it has a good scope all around the world considering the ever growing aviation industry.
