Hi Yash, with such rank, there are decent chances you can get a seat in IET. CS and IT are one the most preferred branches. If not in the first rounds but during final rounds of choice filling you can get a seat in CS or IT. If not ECE and other disciplines will get u a seat. Good luck.
According to Careers360 analysis, Institute of Engineering and Technology, Lucknow has got AAA+ which says this is a good college overall (Cut-offs of national / state level Entrance exams, Accreditation and Reward status, Publication record from Elsevier’s indexing database - Scopus) whereas University Institute of Engineering and Technology, Panjab University, Chandigarh has got AAAA. In short, both of them are decent, so take your decision based on your preference and convenience.
As far as coding is concerned, to make you market ready, you'll be taught programming languages irrespective of the branch you study, so don't worry about it.
Here's the exclusive career360 guide for both the colleges:

The infrastructure of IET Lucknow is well-equipped and efficient for students. The hostel and library amenities are reliable, and the Wi-Fi connection is stable throughout the campus. The campus is safe, and hostel entry is controlled appropriately. Classrooms have projectors and adequate seating.
The infrastructure of the college is in shambles to tell frankly. The library has strange restrictions for taking up laptops. Classrooms and labs are okay with satisfactory and Wi-Fi connections are provided. Hostels are terrible. Food is tasteless and only one canteen is there on campus. The sports complex of college has been under construction for past few years with yet no completion in sight.
The library is good; all books are available in our college library. There is no need to buy books from outside as the library allows borrowing books for a particular time. Classes are fully modern and clean. The computer labs are also clean, and all systems are in running condition. Wi-Fi facility is available but does not work properly.
