So according to your score that is 47 in MHT CET you chances of getting admission into Mumbai and Pune is difficult for the course B.Des as cutt offs goes usually higher.
If your first choice is Mumbai then it will be difficult for you to get into top government or top private college with this score. You can go for Pune as pune have several design colleges.
Make a preference list and add 7-8 colleges in it.It will increase your chances of getting a college. Make sure to Attend all the rounds of counselling.

SB Patil Institute of Management, Pune is a decent option for MBA if you are considering it in CAP Round 2. Here are some key points:
Fees: For SEBC category, the fees is lower due to reservation benefits. Hostel + mess fees is around Rs. 1.4 to Rs. 1.5 lakh per year.
Placement: Around 85–90% students get placed. Average package is Rs. 3.5 to Rs. 4.5 LPA. Highest can go up to Rs. 10–12 LPA.
Recruiters: Companies like Infosys, Capgemini, ICICI, Paytm, Tata Motors, etc. visit for placements.
Hostel: Hostel is available with good facilities like Wi-Fi, mess, security, and clean rooms.
Campus: Campus is clean, peaceful, and has library, computer labs, seminar halls, gym, etc.
So, if you missed Dy Patil and Neville Wadia, then SB Patil is a good backup option. It offers decent ROI, especially for reserved category students. You can go for it in CAP Round 2.

With 42 percentile in MAH MBA CET, it is very difficult to get admission in good or top MBA colleges through CAP rounds. Most of the well-known colleges in Maharashtra like JBIMS, SIMSREE, Welingkar, and PUMBA usually take students who score more than 90 or 99 percentile. Even average colleges ask for at least 60 to 70 percentile.
With 42 percentile, you may get a seat in a very low-tier or less popular private college, but the chances are low in government or semi-government colleges. You should still attend the CAP rounds and fill as many options as possible. Also, use a college predictor tool to check which colleges you might get based on your percentile.

Yes, you can participate in CET counselling more than once. If you are not happy with the college or course you got in the first round, you can go for the second round.
In Round 2, you can choose:
Better option if available
Same option again
New option if your first one is cancelled
Make sure to follow all the instructions and deadlines given by the counselling authority.

So according to your percentile in MHT CET you have chances of getting admission into MMCOE as a OBC category Student.
Getting admission into top branches like CSE or IT and E and TC will be very difficult as their cutt offs go higher but it's not impossible you might get one in later rounds. You have high chances of getting branches like Mechanical, Civil kr instrumentation as their cutt offs usually go lower. Make sure to attend all counselling rounds to increase your chances.
If you have secured an engineering rank of 30,150 in CET, belong to the HK region, and are in OBC (Category 1), your chances of getting a government seat in Computer Science Engineering (CSE) depend on the cutoff trends of that year and the state counseling process.
Usually, CSE in government colleges is highly competitive, and ranks below 20,000 have better chances.
However, your reserved category (OBC Cat 1) and regional quota (HK region) improve your chances significantly.
It’s possible to get a government seat in CSE, especially in less popular government colleges or campuses with lower cutoffs.
Fees for government colleges are generally affordable, ranging roughly from 30,000 to 1,20,000 per year depending on the college and state subsidies.
