see Haldia institute of technology comes under top 10 private colleges of west bengal. however the per semester seat rent for hostel is 12000.  total fees of 4 years b.tech course with hostel is 495900. however there is other charges like college development, university registration, university development, caution deposits etc. follow the below link to know in details,

On the basis of your rank obtained there seems less chances of yours to get a seat in Haldia Institute of technology.The rank you obtained does not comes under the closing rank required to get Haldia Institute of technology when compared with previous year closing rank.The previous year closing rank for OBC Category was around 20117 which is less than your rank obtained.Therefore there seems less chances of yours to get a seat in Haldia Institute of technology.

the fee is not different for different state students however since you are outer state student then you may opt for hostels which charges extra cost .with hostel facility it will cost about 5 lacs for 4years btech program .see the detailed fee structure

Haldia institute of technology is one of the best college . The minimum of 85% of the students from CSE, IT and ECE branches have been placed in various companies. But companies don't visit this college for core streams like civil, mechanical and electrical. You can choose the branches like  cse ,it and ece . The highest salary package offered was 16LPA, and the lowest salary package offered was 2.4LPA. Top recruiting companies in this  college are TCS, Wipro, Infosys, Tech Mahindra, etc. Approximately 70% of the students get a chance of internship.

If you are asking about the bihar student credit card criteria then let me tell you that the colleges should have the following accreditations-

1) the colleges must have at least A grade by NAAC

2) the colleges must be accredited by NBA

3) The colleges must be ranked by NIRF

On the basis of my research on these two colleges,seeing the placements record i would suggest you to go for ITER as it has offered the highest package i.e, 33lpa and the average is 6lpa whereas in haldia institute of technology the highest package offered is 25lpa and the average package offered is around 4lpa.

Talking about the faculties of ITER and haldia as well then both the Institute has pretty good and skillful faculties. Also the facilities are good and labs are fully equipped. It's just that placement record of ITER is better than HALDIA INSTITUTE OF TECHNOLOGY.
