No, being from bihar i. e other state student you are not eligible for admission in Kalyani government engineering college or any government aided colleges in wbjee.
This is because,
West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.
So, you are not eligible for government colleges in WBJEE but yes you can get admission in Jadavapur university which is government as it has 10% open seats.

---------------------------) you must have studied and passed English in your 12th board examination and should have got at least 30% marks in it
---------------------------) you should be at least 17 years old by 31st December of the year of examination .

Both the colleges are very reputed & offers great placement opportunities so it really depends on what you are interested in. If you are interested about software, computers then CSE for you but if not then you can go for production engineering. Kalyani offers great placement opportunities to students in top companies like Amazon, Microsoft, Wipro, TCS, etc with an average salary package of INR 8 to 10 LPA. The highest can go up to INR 40 LPA while Jadavpur offers placement to students in companies like Mercedes, Bajaj and PSUs like GAIL and others. The average salary offered is around INR 6 to 7 LPA & the highest in this course is INR 23 LPA. So, you need to consider the job opportunities & the package you wish to avail.
The infrastructure & faculty is undoubtedly good in both the colleges. There's nothing distinctively different about the infrastructure that can affect your decision & the faculty is experienced & knowledgeable in both the colleges.
So, the thing that matters is your interest in the course, the placement opportunities & the salary package. Now, you know what your priority is so you can decide which one is better.

Hi aspirant, since you have 2200 rank in your WBJEE exam so you can easily take admission in the colleges you have mentioned in the question with the branches you have decided so one thing is important in choosing your college among your prescribed colleges you need to remember first that there are two factors like;
College with your desired branch doesn't matter the which college you opt.
Secondly college according to your finance condition.
So it's on you whether you want to go with your desired branch in any of the college whereever you get seat or you may choose college on behalf of your financial condition.

I can give you some information regarding both colleges so that you could make a sage decision. Starting with the facilities, both college provide good infrastructure facilities such as smart classrooms, well-equipped labs, library, sports ground etc. Faculty members of both the colleges are also skilled and master in their subject. Placement record of KGEC are better for CSE/IT over Calcutta University (as per the reviews). Many companies such as cognizant, wipro, tata, infosys, tata, Mahindra etc. visit the campus for recruitment of CSE students with lowest salary package of 5 LPA and highest salary package upto 30 LPA.

You have quite a good rank in WBJEE. See if you get a seat in KGEC then just go for it. See Heritage is good that is of no doubt but the average packages offered in Heritage aren't as good as that of KGEC. Also in KGEC you will get better offers from better companies. So if you want to pursue a career in CSE then I would recommend you to go for KGEC.

This can be contradictory to some but I would suggest you to go for KGEC IT course instead of IEM IT. See IEM may show different stats about the placements and student feels it lucrative but in general the average packages aren't that good. So if you draw the case of most probable job type then the package you will recieve in the campus placement of IEM will be lesser than that of KGEC. Also KGEC have really good alumni's and many companies such as Cognizant, Accenture, TCS, WIPRO, Zack Analytics and Research etc visit every year and recruits students with good packages. So if you pursue the course from KGEC not only you will save money, but you will be able to get the job package which will definitely be better than that of IEM.
Now its your choice, but statistically speaking KGEC will be more statistically efficient.

See its always better for a student to pursue what is his/her passion. Now the idea you are saying about coding along with your course then you can do it but I would say that you will not be mentally satisfied because when you will learn about the Chemical/Civil you not find the essence of CSE or IT in it and as a result you can lose interest in studying. So I would say you should go for other college for CSE or IT. See in JU also in placements the core fields get the average packages which are not that much as compared to CSE grads in JU. So even if you get a CSE genre job, you will not be paid the same as the CSE grads. Now the average salary you will get studying in JU with some random course will be equal or less than equal packages in other colleges where you get CSE/IT. As a result as per my opinion I would recommend you to go for CSE/IT.

Both CSE and IT are great career choices. This two are the most sought out branches of modern engineering. Students go for this branches because of its great placement and good salary package in different MNC'S.
As per your query it is very difficult to decide. Lets look into some of the key factors before making a decision
Government engineering and ceramic technology: established in 1941 this autonomous, government college offers total of 6 courses. It is approved by AICTE and exams accepted is WBJEE. The placement of CSE students is always more than other branches and this is also no exception. This college provides great placement. The highest salary offered is 7.00 lakhs and the median salary is around 3 lakhs. Wipro, CTS, infosys, hitachi are top recruiters. The infrastructure of this college is mediocre.
Kalyani government engineering college: established in 1995 this college offers total 12 courses. It is approved by AICTE and the accepted exam is WBJEE. The infrastructure of this college is better with good faculty members. The placements are good. The top recruiters are HCL, TCS, cognizant, infosys. The highest salary is 40 LPA and the median salary is 2.7 LPA
