This can be contradictory to some but I would suggest you to go for KGEC IT course instead of IEM IT. See IEM may show different stats about the placements and student feels it lucrative but in general the average packages aren't that good. So if you draw the case of most probable job type then the package you will recieve in the campus placement of IEM will be lesser than that of KGEC. Also KGEC have really good alumni's and many companies such as Cognizant, Accenture, TCS, WIPRO, Zack Analytics and Research etc visit every year and recruits students with good packages. So if you pursue the course from KGEC not only you will save money, but you will be able to get the job package which will definitely be better than that of IEM.
Now its your choice, but statistically speaking KGEC will be more statistically efficient.

See its always better for a student to pursue what is his/her passion. Now the idea you are saying about coding along with your course then you can do it but I would say that you will not be mentally satisfied because when you will learn about the Chemical/Civil you not find the essence of CSE or IT in it and as a result you can lose interest in studying. So I would say you should go for other college for CSE or IT. See in JU also in placements the core fields get the average packages which are not that much as compared to CSE grads in JU. So even if you get a CSE genre job, you will not be paid the same as the CSE grads. Now the average salary you will get studying in JU with some random course will be equal or less than equal packages in other colleges where you get CSE/IT. As a result as per my opinion I would recommend you to go for CSE/IT.

No, being from bihar you can't into kalyani or any government colleges
This is because,
Other state students are not eligible for government aided colleges in wbjee . West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.

see the all three of the institute is best to study computer engineering and electrical engineering. see cse and Electrical is two different stream. basically in government engineering colleges core engineering like electrical, mechanical and information technology placement is best. so in case you are interested for computer science and electrical engineering I have rearrange the colleges as follows.

jalpaiguri government engineering college
IEM Kolkata.
If Jadavpur University is out of equation, the next top four colleges under wbjee are as follows:-
1) Kalyani University(Since it is gov college, you must has West Bengal domicile in order to get admission)

4) Haldia Institute of Technology(Best choice for Chemical Engineering cause Haldia has its own Chemical Industry and thus provides ample Internships and Jobs. )
My institution prioritizes maintaining state-of-the-art classrooms with amenities such as WiFi and smart boards. Living spaces are kept clean, and the food services uphold high hygiene standards. It reflects a commitment to providing a conducive and comfortable environment for students.
Infrastructure wise the college had adequate equipments but they are mostly dated and old, however the new building we have is much more modern, we didnt smart boards but we got projectors, in hostel its a bit filthy so better to avoid it the food is not that clean or good for that matter.
Average . not well maintained but you have everything , labs of computer , ece , electrical ,workshop for mechanical ,every necessary things, . wifi is available . canteen is clean . Masir dokan haridar dokan etc are there for eating .
