With your above mentioned dual degree rank, chances of getting admission in IET lucknow is quite low. I'll suggest you to wait till the final rounds of counselling as this may get you a seat there.

This Year Thapar University is planning to have 4 rounds ofcounselling sessions, which will give a good chance to students to get a branch of their own liking. The 2nd round is scheduled on 13th july 2019, And 3rd and 4th sessions are on July 31st and August 7th respectively. 

Thapar also organizes counselling sessions after 1st semester and 2nd semester for the students to upgrade their branch.

As per their report given on 24-25 June 2019 there are a total of 660+ seats vacant in BTech of there computers have nearly  316 seats and Electrical ECE instrumentation combined have 190 seats

The eligibility criteria for getting into IET are:

• Must have passed 10+2 with a min percentile of 45%
• must have cleared UPSEE

I am sorry to inform you that at this rank you can't get iet Lucknow in cs branch. Moreover let me tell you clearly that you will not be able to get any of the government college at all. Your category can't help you that much as you are thinking.

I suggest you to go for some good private colleges of Up like GLA UNIVERSITY OF MATHURA. it will be much helpful..
