yes you can expect iet lucknow . But you have to wait tiill 3rd round of counselling if your college or branch may upgrade . Hope to see you there . All the best.

According to your rank you will not get admission in IET Lucknow(CSE)  and there is no home state quota in upsee.

You can also check the previous year opening and closing rank of upsee given in the official website upsee.nic.in
