As per your BCGL rank you can definitely get IET Lucknow as the closing rank for 1st and 2nd round pervious year were 198 and 297 respectively.

Congratulations on your rank in UPSEE 2019.You have secured a very good rank for admission.General category candidates face a  tough competition with respect to opening and closing ranks.The counselling is yet to start from the lastt wek of june tentatively.With your rank you have chances of admission in the following colleges:-

The opening rank (OR) and closing rank (CR) for IET of General and BCGL categoryfor 2018 are :

General :  OR - 3 & CR - 64

BCGL : OR - 111 & CR - 198

So it is difficult but not impossible there can be a change in odds.

Your rank in UPSEE is not that good. Sorry to say that you are not eligible to get either on these IET, BIET and KNIT in CSE

But there are many other colleges accepting rank 2300 for CSE. Some of them are

• Feroze Gandhi Institute of Engineering and Technology, Raibareli
  
• JSS Academy of Technical Education, Noida
• Ajay Kumar Garg Engineering College, Ghaziabad 
• Galgotias College of Engineering and Technology , Greater Noida

IET Lucknow was established in the year of 1984. It offers courses like B.Tech and M.Tech at the undergraduate and postgraduate level respectively.
