According to some recent reports, including one from TOI, IIT Kharagpur has changed its branch change policy, probably blocking or discontinuing the branch change option as we have known it from 2024-25 onward. Although, some official site or previous iteration of the site may still show the previous policy that allows for branch change after the first year based on CGPA. No, you cannot get admission into IIT Kharagpur (IIT KGP) through the West Bengal Joint Entrance Examination (WBJEE).
IITs, including IIT KGP, accept admissions solely based on scores obtained in the Joint Entrance Examination (JEE) Advanced.
The WBJEE is a separate exam for admission into state-level engineering colleges in West Bengal, not IITs.

You have a competitive profile for admission to IIT Kharagpur's M.Tech program with a GATE 2025 score of 630 in Electrical Engineering (EE). Candidates with GATE papers in EE and IN are accepted into the "Instrumentation and Integrated Electronics" program (EE4), and the selection process consists of an interview and the GATE score.
