You won't be able to secure bds seat at semi govt bds or government colleges.
You can try in private dental institutions of your state.

You haven't specified if it is government or private college. It greatly varies. For government colleges with MBBS, fees can be between 2000 to 50000 per annum whereas in private medical colleges, fees range between 4,00,000 to 15,00,000 per annum. Depends on the college you want to take admission
After being alloted seat in first round or first round upgrade, if you you want change your choices for second round, yes you can do this by not reporting or not accepting previously adopted seat or by leaving the seat of first round within specified time.
