There are no provisions for state quota reservations in IITs until now. IITs are central funded institutes where admissions are given based on the performance of candidates in JEE main and Advanced. But in the case of NITs reservation criteria exists, 50% seats are reserved under home state quota

According to your rank and category , you can try for many iit's like BHU ,Dhanbad , Tirupati , Jammu , Jodhpur , Palakkad and new iit's , in many lower branches and you can also get other iit's in the later rounds of josaa .

Reserved category certificates are issued by state and district authorities only. You do not have to get a national certificate for that. Just apply with your Rajasthan one.

1 The difficulty level of the jee exam ,because if the exam were tough than cutoff may be lower than the previous years and vice versa.
