Yes, to appear for IELTS exam you need to have your passport ready before applying for the exam. It is most important and only document required to appear for IELTS exam.
Passport procedures usually takes a month and half to be ready. It also depends on all your documents, if you have all the documents correct and ready before applying then you passport will hardly take a month and half to be delivered at your home but if you have any mistakes or improper documents you better correct it before applying for the passport.
