As you have mentioned that you have secured 83 percentile in JEE mains and taking into consideration that you belong to obc category so let me tell you that your predicted rank would be 1.7L according to my knowledge.
Various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous years cut offs, difficulty level of the paper. So, it's very difficult for you to get good nits but you can try for some lower nits like mizoram, Arunachal Pradesh, Meghalaya, Agartala, sringar provided your home state is one of these.
