Yes you will be eligible for jee 2019.
My friend also give his improvement exam in 2017 and he passed from 12th in 2016.
So don't worry you are eligible but be remember that don't fill your last or previous year marks in the application form of jee

There is not any specific book assigned for both these exams but yaah inorder to brush up your concepts in mathematics for these exams you can use the book like RD Sharma , Arihant , NCERT, BITSAT book , Previous 10 years JEE mains papers.
