Japan offers several fully funded scholarships for international students, like the is MEXT scholarship, by the Government of Japan. This is the most popular and fully funded scholarship. It covers tuition fees, accommodation, a monthly allowance and airfare. But it is for students who want to study in Japan after 12th for undergraduate studies. You can apply for it through the Embassy of Japan in India. They release a form every year in April-May.

Yes, you can refill your category again. In the case of the April session JEE Main registration, you have the option to change your category while registering your details only once. You can switch from General to EWS if you have a proper certificate.
