No, there is no possibilities for other state candidates to get government colleges rather than Jadavpur University. For getting government colleges you need to have domicile certificate, which an other state candidates can't have domicile certificate of that particular state. Hope these helped you.

As far as previous years rank vs marks are considered, for 87.5 marks your rank should be around about the range of 2500-3500 in between that.
For that rank you can get branches like Food Technology in Jadavpur University.
