If this stays between you and WBJEEB, then the exam fee for objection is not going to be refunded. But if it goes to the court, there's a high probability to get refund.

Closing rank is a rank joto which the college gave admission to students. Since rank for seats varies from collage to college there's no specific rank for getting a seat in BE civil. You may mention the name of the college you're interested in to get further assistance with

There may be a mop up round this year too for WBJEE counselling. Also colleges may independently hold spot rounds for filling up vacant seats. If you get a better college or better branch in some other college which you prefer pver Jalpaiguri Government Engineering College, it is advisable
