Yes, you can surely take admission in 2nd year of B.Tech in another college if you satify these conditions
1. You must be studying in any engineering college which is approved by UGC or AICTE.
2. Your previous college have given you a NOC( No objection certificate )
3.
The minimum qualification required for admission into a diploma course is passing of the Secondary School Leaving Certificate (SSLC)/ tenth standard/equivalent examination, with at least 35 percent in science and maths subjects.
The state board of technical education of most of the states in India conducts entrance tests.

now coming to your question,everytime the MCI released the NEET cutoff it is generally lower than 10-12 marks from the previous round.so calculate accordingly that the last cutoff of the MOP UP round.
