Please mention about the course you are looking for. The eligibility is different for different courses in undergraduate and postgraduate levels. You need to pass certain examinations like JEE, GATE, KVPY etc. Ideally, it does not matter whether you are a dropout as long as you fulfil all

You cannot take admission in du directly in second year. The admission is provided only in first year. However, within University of Delhi (DU), students can switch colleges after first year of undergrad. There are special provisions for that. Otherwise, DU doesn't allow credit transfer from other universities.
