Well getting admission in IPU for MBBS is really difficult. The cut off usually go high for IPU and the cut off is highest for general category students.
As per your marks, your chances are low to get a seat there. Still ,attend the counseling to know more.

Till previous year there was more weightage for IPU CET candidates as compared to the candidates with JEE Mains score but Guru Gobind Singh Indraprastha University (GGSIPU) has discontinued the common entrance test IPU CET held for BTech (excluding Biotechnology). So you have fair chances of getting it.

Yes, You can register but you have to qualify the eligibility criteria of that college according to their norms. Every college offers some seats for non-state students. 25% seats are allocated for other state students through NEET 2019.

Yes.. You’ll get almost whole amount.Not total money, because u'll be having 9/10 class in heritage.. So they’ll calculate that, and deducting 10-15% of the fees, remaining amount will be refunded by the authority.But that is a little time consuming process.They will take approx 10-15 days to complete
