If you are alloted with a college through AIQ counselling in 1st round, then also you can register for your state counselling.

since round 1 is a free exit round if you leave the seat in 1st round of AIQ then you will be eligible for both

Yes you can participate directly in mop round even if you have not registered for 1 and 2nd round.

NEET mop up round is basically last round of counselling. It is conducted after the neet ug 2nd round is over to fill the vacant seats.
