Hi! So according to your rank that is  468 in NEET and All India Rank of 93,900 getting a government MBBS college in Tamil Nadu under BC category is very difficult. Usually the cutt offs go very high. You can try for private colleges but the fees will be higher.

Yes, you can participate in KCET Counselling again as a new candidate even if you had discontinued your previous engineering.
You just have to fulfill the basic eligibility because you are reappearing as a fresh candidate.
Appear for the KCET exam again.
Register as a new candidate.

No, because qualification in NEET itself is the eligibility criteria to enter counselling. Since 102 marks is below the persistently lowest qualifying range of around 113 for reserved categories, you are not eligible to participate in CW or any other quota during NEET UG counselling.
