First of all you are allowed to apply for All India Quota as well as State quota counselling for the same state if you have domicile of that state.

But you cannot retain the All India Quota seat if you donot get state quota seat, it will be lost.

I would like to say that caste certificate should be of recent as all the educational institutions will demand for the current year in which you are taking admission.
