For 32 percentile you will not be able to get admission in any college on any category whether it be EWS  or category reservation. You just need more than 95 percentile to get NITs. 

So better is to take drop for a year or score well in april exam.

Yes, you are eligible.you will be placed in good NITs based the percentage you got in JEE main. But you won't get good IITs which are mostly preferred.because they consider the 12th board exam percentage which should be minimum 60 and above.And in IIITs too they check

Yes, BTech final year students should be able to apply for MTech offered by IIST as the official website clearly mentions that Students who are completing their qualifying degree programme in 2018-19 will have to provide the consolidated mark list/mark lists of all semesters along with Provisional/Degree Certificate

As per you mentioned score details of 12th board, JEE Mains so you are eligible for B.teh course in IIT. The basic eligibility for the IIT is :

First of all if you are from CBSE board, General/OBC category then it isn't possible to get in NIT with just 74% marks in boards. The eligibility criteria says you must have 75%. If you are from state board then do check whether you are within top 20

Yes you will get NITs on this marks .it will hard to predict rank in jee mains 2019 but say it about under 15000-20000.
