Yes NIOS and Private Candidates are eligible as per latest High court order dated April 26, 2018 for NEET UG.

Henec these candidates also eligible for MAMC College for MBBs courses.

WBJEE eligibility criteria is as follows: 

The candidate must have passed 12th or equivalent exam with physics, mathematics along with chemistry/biology/computer science as compulsory subjects. General category candidates should have scored 45% in 3 subjects taken together. Whereas, for reserved candidates this requirement is 40%.

You need to specify the year in which you currently are, if you are in the final year of your engineering which is yet to be completed or have completed then you are eligible.
