Delhi university colleges admit students based on the cut-off of the respective colleges which generally range above 90%. So if you did qualify your 12th boards with 90% and above, you might be able to take admission in that university otherwise it will be a tough situation.

Yeah well you will surely get fee reimbersment in state telangana.may be you wiil get that seat I'm not damn sure about that thing but last year statistics says that you may get that seat there with fee reimbursement,why only jntu you also can opt other cooleges which suits you
